Thursday, March 1, 2001 OBITUARIES METRO The Atlanta Journal -Constitution BUFORD Jean C. O'Neal, 65, bookkeeper, volunteer Jean O'Neal did not know the meaning of the word retirement. After retiring from Pope Land, a property development company, Mrs. O'Neal was eager to keep busy. She O'Neal spent 11 years burning the midnight oil as a bookkeeper and secretary for Flanigan Funeral Home in By Hervey Pean Buford.

"She was always eager to work," said Bradley Arnold, a coworker at Flanigan Funeral Home. "She would always stay until the very last thing was completed, until it was done her way." Mrs. O'Neal was a member of the Buford-Lanier Woman's Club, a social and service organization. With the club, she volunteered for Meals on Wheels and Peachtree Hospice and, in her spare time, played ALTA Tennis. "She was an extremely outgoing person who always thought of other people first," Mr.

Arnold said. Nidia Laverde was stabbed in the chest with a steak knife by Alvaro Perez Sanchez, 34, during an argument over their relationship, according to Gwinnett police Lt. J.T. Strickland. Afterward, Sanchez took Laverde's car and wrecked it near the Mall of Georgia. He walked to Red Lobster and called police about 9:15 p.m.

to tell them what had happened. Officers found Laverde's body in her Amberwyck Court home. Her 7-year-old daughter was not at home at the time of the slaying. ATLANTA Kentucky suspect in bank slaying held FBI agents and Atlanta police chased down and arrested a 27-yearold man who allegedly walked into a Louisville, bank two weeks ago and killed a teller before robbing the place. Special Agent Richard Kolko, FBI spokesman in Atlanta, said Tiffany Dominique Pennirigton and Jessica Lawrence, 24, were tracked to a homeless shelter Tuesday night on Martin Luther King Jr.

As a club member, Mrs. O'Neal coordinated the annual tennis tournament at the Buford City Park tennis center. "She was involved with the club for five years and she worked on the tournament every year," Ms.

Tollett said. The funeral for Jean Christian O'Neal, 65, was Wednesday. She died of cancer Monday at Peachtree Christian Hospice. Mrs. O'Neal placed a high importance on community service.

She and other members of the women's club would go to nursing homes to help entertain Atlanta on Jan. 25 in connection with a real estate "flipping" scheme. Sheriff's spokeswoman Melissa Manrow said the scheme involved 40 properties, at least one of which was in DeKalb. "Flipping" is the repeated purchase and sale of property by a an individual in order to drive up its price. Victims were under the impression that McCarthy owned the properties and entered into legitimate housing agreements with her only to find out she did not hold the titles, the Sheriff's Department said.

Sims was arrested in Fulton County and released from the DeKalb County Jail on a $25,000 bond. McCarty was arrested in DeKalb and is being held at the jail on a $100,000 cash bond. Woman who died in wreck is identified DeKalb County police on Wednesday identified a Norcross woman killed in an accident at the corner of I-285 and U.S. 78. Vanessa Mabenguele-Mayicka, 21, was traveling southbound about 3:30 Tuesday on the interstate when she crossed the median into the northbound lane.

The woman was then struck by a Saturn. "We don't have any witnesses to tell us why she crossed the median," said DeKalb police spokeswoman Mikki Jones. Both Mabenguele-Mayicka and the Saturn driver whom police did not identify were taken to DeKalb Medical Center. The Saturn driver was treated and released. Mabenguele-Mayicka died Tuesday night, Jones said.

CHEROKEE COUNTY Woodstock sued over annexation Cherokee County sued the city of Woodstock on Wednesday, saying a recent annexation violates an agreement between the two. Cherokee and its cities agreed in 1998 that if a city annexes and rezones land, and the zoning conflicts with the county's land use plan, the governments must meet and try to work out differences. Woodstock annexed 26 acres Tuesday and rezoned it medium density for townhomes. It had been zoned for single-family houses. The suit requests that a judge prevent the annexation until the differences can be worked out.

Resident appeals decision on election A county resident has appealed a judge's decision to throw out his lawsuit that sought to oust Chief Magistrate Judge Charles' T. Robertson II. Barry Maxwell McConnell's suit said Robertson's convictions in military courts in 1979 for theft and 1980 for possession of and give parties, donate food to the less fortunate during the holidays, and volunteer at a battered women's shelter. The club also started a perennial scholarship in Mrs. O'Neal's name at Tallulah Falls School, a private school i in North Georgia.

Mrs. O'Neal also was involved in the "Relay for Life" cancer walk. Survivors include her husband, Frank O'Neal of Buford; two sons, Alan O'Neal of Atlanta and Ron O'Neal of Tarpon Springs, and two grandchildren. In lieu of flowers, the family requests contributions be made to Eagle Ranch, P.O. Box 7200, Chestnut Mountain, GA 30502.

Judge Robert Struble threw the suit out last month, saying McConnell's challenge didn't come within two weeks of Robertson's filing to run for the office, as state law requires. McConnell's attorney, Luann Evans, says the convictions were felonies. Robertson argues they were not. HENRY COUNTY Fugitive who shot himself is identified County police have identified a fugitive who tried to use a stolen credit card at a Stockbridge motel, fled, then died after shooting himself in the head as police closed in.

I ROCKDALE COUNTY Hearing for teacher postponed indefinitely A Rockdale County school board hearing to decide whether a Heritage High School teacher should be fired will not be held tonight as scheduled, officials said Wednesday.

The tribunal for science teacher and swim coach Leland Barrett was postponed at the request of lawyers for both sides. A new date has not been set. School administrators have suspended Barrett, 37, alleging that he engaged in unspecified inappropriate behavior with students. CLAYTON COUNTY Detective testifies coach fondled boy A Jonesboro youth baseball coach allegedly carried a sleeping boy from a couch to his bedroom and fondled the child during an overnight stay at the coach's home on Halloween night 1998, Clayton County police Detective Scott Stubbs testified during a court hearing Wednesday. Chief Magistrate Michael Baird ordered Bob Jerald "Rusty" Duncan 36, bound over to Clayton County Superior Court.

Duncan, who has coached several years with the Jonesboro Athletic Association, was arrested Feb. 14 on a charge of child molestation. From staff and wire reports Atlanta: New survey attempts to measure 'social capital' Putnam's work, called the benchmark survey "a very large distraction" from what he claimed are the real problems fraying America's social fabric. Among those problems, he said, are economic changes that have benefitted upper-income citizens but have left vast numbers of people in poverty; public schools that don't offer the same opportunities and resources to all children; and the lack of a health care system that provides even the most basic coverage for everyone.

"I don't think these problems can be fixed by restoring social connections between individuals," Edwards said. Information for the Atlanta portion of the survey was obtained from 510 residents in Cobb, DeKalb, Fulton, Henry and Rockdale counties last year. Cobb County Commissioner Sam Olens, commenting on the survey finding that 22 percent ranked high on involvement in conventional politics, said he believes civic involvement is down because most Atlantans are not from Atlanta.
